Corporate Social Responsibility (CSR) in Perspective of Public Administration (A Study of Governance)

The Implementation of CSR in Indonesia, most of them are not running in accordance with the existing theory because the government and society in CSR activities are not fully authorized to engage in these activities, due to the company directly manages the CSR fund. Thus, the theory of governance put three pillars as a principal provider of public service life, those are, (1) the state, (2) the civil society and (3) the private sector.CSR has to involve all parts or elements which know about CSR, with a focus on (1) Implementation of CSR has to be published and transparent. (2) CSR Fund is administered by a forum / team through a memorandum of understanding facilitated by the government in accordance with its role as mandating, facilitating, partnering, and endorsing. (3) CSR forum / team consists of; government, corporate (private), and society. (4) The form of regional regulation on CSR by reference to Constitution Number 40 of 2007 on the Limited Liability Companies and Government Regulation Number 47 of 2012 on Corporate Social Responsibility so that CSR is considered as one of the important instruments in public administration.

Biological Aspects of blue Swimmer Crab (Portunus pelagicus) in Pomalaa Waters
Commodity crab fishery resources (Portunus pelagicus) which is locally call “bukkang suji” has been exploited to increase revenues and compliance with the animal protein of Pomalaa’s people widely. For the sake of preserving and to achieve sustainable management, an accurate information about the growth of local fisherman haul production and its crab size is needed. Direct observation to the crab haul conducted with the aim of describing the crab condition and crab resource availability in the study area to be reviewed biology aspect. he studies showed that during the observation all the haul crab size structure has a modus on lengthy class 54–56 mm, board 107–110 mm, thick 29.5–30.5, weight 80–89 gram. Relationships of crab length, width, thickness and weight indicated a positive correlation toward whole parameters. It means that the increasing of one parameter closely related to increasing the size of the other parameters. The growth pattern of caught crab (Portunus pelagicus) at Pomalaa sea is positively allometric with the b grade on 3.079 scale. The comparison of sex ratio between male and female crabs is 1:1.42, it means that crab sex ratio is in an unbalanced state.

A B S T R A K
A quick and precise decision will be the decision maker succesfull key. Information only does not help in making decisions, if it is not able to formulate the best alternatives. This study aims to build a simulation of decision-making model of determination of the single tuition fee to new students at Univrsitas Sembilanbelas Novemer. The process of the single tuition fee selection should be able to provide an information as quickly and as accurately in determining the appropriate single tuition fee and on a predetermined schedule. The basis used in the implementation of the single tuition fee starts from the circular of Dirjen Dikti No 305 / E / T / 2012 concerning Tuition Fee which is renewed with SE Dirjen Dikti No 488 / E / T / 2012 on Single Tuition and SE Dirjen Dikti no 97 / E / KU / 2012 About Single Tuition Money. Although there have been 3 circulars in fact almost all State Universities (PTN) have not been able to implement the single tuition fee and only a few PTN have done the single tuition fee since the new academic year 2012/2013. USN Kolaka has implemented UKT since 2014 but does not yet have a model to simulate an effective and efficient UKT determination process.
The solution of such problems can be solved by the development of a decision-making model in the establishment of the single tuition fee. The model used is Multi Attribute Decision Making (MADM) model through Simple Additive Weinghting (SAW) method.
Theresult can be implemented by the single tuition fee Academic Bureau and Selection Committee at the Universtas Sembilanbelas November. So , that it can determine what steps to take. Then, it can minimize any possible mistakes that may detrimental to the the single tuition fee prospective students.
