The Actualization of Literary Learning Model
Based on Verbal-Linguistic Intelligence
This article is inspired by Howard Gardner’s concept of linguistic intelligence and the related literature. Based on these, a literary learning model was developed. The article does not present an empirical study; rather, it is a conceptual paper which encompasses the concept of linguistic intelligence, which is disseminated into a literature-based learning of verbal-linguistic intelligence. The purpose of this paper is to formulate a literary learning model in the light of Gardner’s concept and based on the verbal-linguistic intelligence through a story-telling learning model with five steps namely arguing, discussing, interpreting, speaking, and writing about literary works. In short, the author draws a conclusion that learning-based models of verbal-linguistic intelligence can be designed with attention to five components namely (1) definition, (2) characteristics, (3) teaching strategy, (4) final learning outcomes, and (5) figures.

THE ROLE OF THE VILLAGE CHIEF IN THE EXECUTION OF THE CONSTRUCTION OF THE VILLAGE OF BOU SUBDISTRICT LAMBANDIA EAST KOLAKA REGENCY
The goal of research in writing this is to investigate the extent to which the village chief’s role in the implementation of the construction of the village in the village of Bou subdistrict Lambandia East Kolaka and what factors that affect the implementation of the development. This research uses qualitative analysis with descriptive method. As for the technique of data collection is done by the method of interview, observation. The purpose of the research is to want to know the role of the head in the implementation and development of the village of Bou to check factors affecting the implementation of the development.
From the author’s research results regarding the role of the village chief in the implementation of the construction in the village of Bou Subdistrict Lambandia East Kolaka in accordance with the role of the head of the village that is instructive, and consultative delegation. It can be seen the head of the village runs the authority in accordance with the function. As for the execution of development is the pursuit, coordinating, implementing and monitoring of the implementation of the suggestions of the development community should participate in the implementation of the development. And as for the factors that affect the implementation of the development. Internal factors and external factors. Internal factors are seen to public awareness, educational level. And external factors are the lack of financial capital. THE ROLE OF THE DEPARTMENT OF INDUSTRY AND TRADE IN THE MANAGEMENT MARKET LACARIA LASUSUA SUBDISTRICT KOLAKA UTARA

The purpose of this research is to find out and describe the role of the Department of industry and trade in the Management Market Lacaria Lasusua Subdistrict North Kolaka, as well as some of the factors that support and hinder Lasusua Subdistrict Lacaria Market management of Kolaka Utara. This research uses qualitative approach method, i.e. the procedure involves research with researchers directly down on the field, using the dwarf interview so was able to describe the form of the information researched field situation and in accordance with the information obtained from informants or resource generates descriptive data in the form of written information. Informant 10 people taken in purposive. The data used are secondary data and primary data. Furthermore, the data were analyzed using the dwarf expressed by Miles and Huberman.
The results showed that the role of the Department of industry and trade in the management market Lacaria Lasusua Subdistrict North Kolaka Regency views of three functions that have been run in accordance with reality, as for the factors that influence the role of the Department of industry and trade in the Management Market Lacaria Lasusua Subdistrict North Kolaka Regency include: human resource Factors; Management management of the market, and the level of public awareness.

The purpose of this research is to know and explain about the performance of the police unit of teachers’ Praja (SAT POL PP) North Kolaka and to know the factors that affect the performance of the police unit of teachers’ Praja (SAT POL PP) North Kolaka Regency.
The data collected in this study consists of primary data and secondary data. Primary data sourced from interviews with the informant that add up to 15 people and the observations in the field. As for the secondary data by performing data collection is the study of librarianship, the direct observation and the supporting literature. As for the techniques of the qualitative data analysis is by using reduction data, display data (presentation) and the withdrawal of the kersimpulan.
The performance of the Police Unit of teachers North Kolaka Regency Praja viewers in terms of productivity is still not good and needed to be upgraded towards understanding the duties of police teachers ‘ Praja. The quality of the services provided is already good, but still constrained resources are still lacking in carrying out the tasks and functions. In terms of Responsiveness and responsibility already both in the implementation and enforcement of existing period of Regency North Kolaka always respond to complaints properly. Whereas in terms of accountability have yet to be sold well because has not shown the level of conformity of organizing services with size values yet walking well. The factors that the police units of teachers’ performance affect the Praja already overcome by good, both in terms of the professionalism of the employees that reflect the attitudes and behaviors of employees as well as in terms of the structure of the organization is in compliance with the requirements and conditions of the existing North Kolaka Regency.

The purpose of this research is to know and explain the performance of employees in the service of the population Sign Electronic Card and explain the factors that affect the performance of employees in the service of the Electronic Population Sign on the Card Office Ladongi.
The data collected in this research the primary data and secondary data, primary data sourced from interviews with the informant that add up to 10 people and the observations in the field. As for the secondary data by performing data collection is the study of librarianship, direct observation, and the supporting literature, as for the techniques of the qualitative data analysis is by using data reduction, display data, and the withdrawal of the conclusion.
The results of the research done at the Office regarding performance Ladongi Employees in the service of the population Sign Card electronic (E-ID), namely the ability of the officers in the discharge of duties is in compliance with the duties and functions of each of the employees, the initiative that is providing a waiting room queue E-ID card, verify data, perform repairs a broken system and coordinate with the villages and subdistricts to do recording data to the community in Ladongi. While the quality of the E-ID CARD good enough and the result is nothing less satisfying with a success rate is not done properly. As for the factors that influence the service of E-ID CARDS, namely the existence of a level of education and ability training in computer systems in recording operte E-ID CARD and the motivation of the existence of a boost from the leadership and encouragement from yourself to serve the community as a man of the State. Of the two most prominent factors, i.e. motivation factors as seen from the direction of thrust and thrust yourself as a man of the State to serve the community. THE INFLUENCE OF TRAINING ON PERFORMANCE CLERK AT THE OFFICES OF THE AGENCY FOR COMMUNITY EMPOWERMENT AND GOVERNANCE VILLAGE KOLAKA UTARA

The purpose of this research is to find out and analyze the effect of Training on performance Clerk at the offices of the Agency for community empowerment and governance village (BPMPD) North Kolaka Regency.
The type of this research is a descriptive quantitative method approach to problem-solving, namely by describing and depicting the State of the subject/object of research (individual, institution, community and others) at the time are now based on the facts that look or how they are, and who serve as samples as many as 31 people. Quantitative data obtained are then processed using the Spearman rank correlation coefficient analysis and regression coefficients with the help of the program SPSS.
Based on the results of the analysis of the correlation coefficient indicates that there is a sufficient relationship of influence and closely (moderate) among variables and variable performance of training employees at the Agency’s Office of community empowerment and governance Village Kolaka Utara. After testing the significance (significance), packed the second variable that significant relationships. Determination and analysis of the results of the regression analysis indicate that there is a considerable influence and linear relationships between variables and variable performance of employee training. Thus the hypothesis presented in this study is that there is a significant influence on performance training officer at the Agency’s Office of enforcement and administration of the North Kolaka, generally accepted empirical.

THE INFLUENCE OF EDUCATION AND TRAINING TOWARDS THE EMPLOYEES WORK PRODUCTIVITY AT REGIONAL SECRETARIAT NORTH KOLAKA
The purpose of this research is to find out and analyze the influence of education against the increased productivity of work employees on the Regional Secretariat North Kolaka Regency, as well as the influence of training towards increased productivity of work employees on the Regional Secretariat North Kolaka. The type of this research is a descriptive i.e. troubleshooting by describing and depicting the State of the subject/object of research (individual, institution, community and others) at the time are now based on the facts that looked or how it is. The number of samples taken randomly (random) as many as 26 people, the data collection technique is using questionnaires, interviews, the study of librarianship and documentation.
The results showed that the hypothesis suggested that there is a significant influence of the variable X 1 (education) and the variable X 2 (training) of the variable Y (productivity), the empirical basis can be proven. The correlation coefficient corrected of 0.480 which suggests that the influence of the education and training jointly affect an employee’s work productivity at Regional Secretariat North Kolaka i.e. amounting to 48%. Similarly the value of r2 = 0.521 52.1% indicating that variations in the value Y (labor productivity) are described by education and training, while the rest 47.9% is affected by other factors not examined.

Methods of data analysis using the method of descriptive and quantitative methods with multiple linear regression analysis used to measure the influence of the competence-competence of human resources which consists of knowledge (X 1), skills (X 2), and behaviors (X 3) against the performance of employees on the PD. The purpose of the research is to find out the extent to which quality of service Card (KTP) Population in district Lambandia District East of Kolaka.
Data collected in this study consists of primary data and secondary data. Primary data is data obtained directly from the community who have made the service ID CARD questions in a questionnaire with items as for which samples are numbered 100 people. Secondary data is data that is retrieved from the Lambandia Sub-district office of Kolaka East or through data that has been researched and collected by the other party relating to the relevant research issues. Analytical techniques used is the type of research used are intended to gather Quantitative information actual and detailed.
Based on the results of research and Discussion about the quality of service Card (KTP) Population in district Lambandia of service quality conclusion KTP is Complete, i.e. Accountability (35%), fairly good condition, i.e., the issue of timeliness in the settlement of ID, i.e. 43% did not timely, participation (40%) is quite good, and the balance of Equality rights i.e. (45%) is quite good. As for some of the factors affecting the quality of service of GOVERNMENT ISSUED ID, i.e. Lambandia in district (37%) answered the abilities and skill factors on quality of service ID in the Lambandia subdistrict of Kolaka East which most affect the quality of service ID CARD.

The results of research conducted at the Office of finance and Asset Management Areas North Kolaka Regency can be reviewed through the analysis of its performance by using the approach of the input, output or input/output and outcomes through quality of human resources, technology and facilities belonging to provide good impact giving rise to services and the achievement of the Organization’s performance is good but there is still a less satisfactory in providing service that is less exertion on the Office BPKAD Kab. Kolaka Utara.
