The Public Service Quality Analysis (The Case Study of Route Permission Letter at the Office of Transportation of Kolaka Regency)

The purpose of this research is to know and describe how the quality of publishing service of route permit in Kolaka Regency communications office, and to know the factors influencing the quality of public service in route permission service at the office of Transportation Department.
This research uses descriptive research method; collected data consist of primary data and secondary data. Primary data comes from interviews with informants, amounting to 8 people and field observations. While for secondary data by conducting data collection through literature study, and supporting literature. The data analysis techniques used are qualitative data analysis using data reduction, display data presentation and drawing conclusions proposed by Miles and Hubberman.
The results showed that the quality of public service in terms of service of issuance of driver’s license at the Office of Transportation Kolaka seen from the criteria of service that is simplicity, clarity, and certainty, security, openness, efficiency, equitable fairness, timeliness and quantitative criteria are considered quite good. While the economic criteria, in this case, the cost of service is still considered a bit high. As well as the factors – factors that affect the quality of route permits services are awareness factors, rules, organization, income, skills, and facilities are assessed to have met expectations.
