Review of Conditional Paragraph Exemption for Prisoners at Kolaka State Detention Center (Case Study in Rutan Class IIB Kolaka)

The problems in this research are how the implementation of the granting of parole for prisoners in Kolaka State Detention Center and the usual barriers to the implementation of the granting of parole for prisoners at Kolaka IIB Kolaka State Detention Center. The purpose of this research is to know the implementation of the granting of parole for prisoners in Kolaka State Detention Center and to find out the usual barriers in the implementation of parole granting for inmates at Kolaka IIB Kolaka State Detention Center. The research method used by the Authors is the empirical normative research, which is an intensive, detailed, and in-depth study of a particular object which is then supported by materials from the literature. The results of this study indicate that the implementation of parole in Kolaka IIB Kolaka District Detention Center, named after the convict undergo two-thirds of his criminal life, at least for 9 (nine) months. Prisoners who get parole must meet substantive requirements as well as administrative requirements. One of the most common obstacles in its implementation is the absence of a family party who is willing to be the guarantor for the prisoner.
